The investigative Committee has not yet confirmed information about Boris Berezovsky’s complicity in the murders of journalists Vlad Listyev, Anna Politkovskaya and the Deputy of the State Duma Vladimir Golovlyov.

The interest to personality of the disgraced oligarch and the need to verify his complicity in the murders has occurred after the Rossiya 1 TV channel had broadcast a documentary Berezovsky.

The authors of the revealing documentary accused Berezovsky of five murders - of journalist Vlad Listyev, a former KGB officer Alexander Litvinenko, businessman Badri Patarkatsishvili, politicians SergeyYushenkov and Vladimir Golovlyov. The film also accused Berezovsky of being behind the abduction of the former Russian presidential candidate Ivan Rybkin.

The Press-Secretary of the SK Vladimir Markin also recalled that the SK had received a statement addressed to the Chairman of the SK from Mikhail Kodanev convicted in 2004 for the murder of the State Duma Deputy Sergey Yushenkov. Kodanev reported that the real customers of the murder of the deputy were Badri Patarkatsishvili and Berezovsky.

According to Markin, Kodanev will be convoyed to Moscow, since he “expressed the desire to comprehensively cooperate with the investigation”. He demanded a re-examination of the case, claiming his innocence of the crime. As it turns out, the reason to get justice was simple then - he had been promised $3 million but wasn’t paid.

For the first time the press wrote negatively about Berezovsky in connection with his appearance in August 1994 in the board of directors of AvtoVAZ. As reported by the media, Berezovsky and CEO Vladimir Kadannikov in order to establish full control over Avtovaz used the scheme of cross-shareholding. As reported, the essence of the scheme was that the majority of shares in the company was bought by VAZ-controlled firms, including LogoVAZ and AVVA. It turned out that the top managers of the plant became heads of the structures that had kept its shares.

It was also reported that another "invention" by Kadannikov and Berezovsky was schemes of sham cars re-export.  Press wrote about the scandals associated with secret service owned by Boris Berezovsky - a private security company "Atoll". It was reported that this structure provided not only security services, but also engaged in spying, espionage and collecting dirt for enemies and friends of Berezovsky. According to the media, the people of Yeltsin's inner circle, known as the "Family" appeared in its field of view .

They wrote that in the summer of 1998 "Atoll" of Berezovsky got in the field of view of law enforcement agencies. Employees of DOCU in the Eastern District of Moscow withdrew specialized equipment and materials collected on the leading politicians of the country from the base of the security company . But soon the "Atoll" got its property back.

Berezovsky's name ended up in the media in connection with reports about his collaboration with Chechen field commanders about the abduction and release of the hostages in 1996. It was reported that the militants earned money through such a cooperation, while Berezovsky gained political capital. First, as the press was writing, with the help of Berezovsky there were 22 OMON riot policemen released from the Chechen captivity, captured on December 14, 1996 in Dagestan. Shortly thereafter, 11 Chechens were released from the Russian prisons, and then pardoned retroactively. Berezovsky helped to return from the Chechen captivity the NTV correspondent Helen Masyuk, and Plenipotentiary Representative of President of RF, Valentin Vlasov. The entrenched image of a peacemaker was spoiled with the release of a Ministry of Interior of Russia, General Gennady Shpigun. The Chechens were to release him on June 12, 1999. But after the Berezovsky's intervention in the negotiations Shpigun was killed.

 In late 1996, Berezovsky appeared in the scandalous story related to the assignment of his Israeli citizenship. Media reported that on October 29, 1996 that Berezovsky was appointed Deputy Security Council Secretary, Ivan Rybkin on presidential decree. But then the information appeared he had had citizenship of Israel at the time. Moreover, he received Israeli citizenship in November 1993. Those two circumstances - the new appointment and Israeli citizenship - conflicted with Russia’s law on civil service.

Berezovsky reportedly sent a statement of revocation of citizenship for a couple of months before the appointment. But the documents were lost by the Israeli authorities.

On November 13, 1998 Berezovsky published an open letter to the FSB director Vladimir Putin, saying the preparation of attempt on his life. The same was to occur with the brother of famous Chechen businessman Umar Dzhabrailov - Hussein. Litvinenko also said that they had prepared an attempt on a senior tax official also. As written in the press, the FSB officers asked the public to protect them from the criminal leadership. Media wrote that experts linked that action to the campaign discrediting the government of Yevgeny Primakov.

Berezovsky was accused by FSB director Nikolai Patrushev of the financing the illegal armed formations in Chechnya. Reportedly he claimed that Berezovsky had had relation to Chechen separatists, and also maintained close relations in business as well with the Chechen criminal group in Moscow and its leaders - Khozh-Akhmed Nukhayev and Movladi Atlangeriev. The media wrote that, according to some sources, Nukhaev and Atlangeriev owned a large stake in the St. Petersburg branch of JSC «LogoVAZ».

According to press reports, in late 1995 Berezovsky played a key role in the change of leadership in "Aeroflot"; as a result, Marshal Yevgeny Shaposhnikov headed the company. The first deputy general director on commerce in «Aeroflot» became the former director of LogoVAZ, Samat Zhaboev. However, Berezovsky made no secret of that he wanted to take part in the company privatization.

 In 1999, according to press reports, Berezovsky was accused of illegal business activities associated with Aeroflot. It was reported that on April 6, 1999 Prosecutor General of Russia ordered the imprisonment of Berezovsky and the Deputy Director General of Aeroflot, Nikolay Glushkov. On April 14, 1999 the decision was reversed. According to investigators, Glushkov along with another deputy general director of Aeroflot, Alexander Krasneker, and chief accountant Lidia Kryzhevskaya misled the head of "Aeroflot" Shaposhnikov by persuading him to concentrate 80 % of the free foreign exchange earnings of the company on account of the Swiss company "Andava». According to press reports, one of the founders and major shareholders of “Andava” was Glushkov, and the other major shareholder - Boris Berezovsky.

As the press was writing, in the Prosecutor's Office opinion 252 million dollars passed through "Andava" in 1996-97. According to investigators, nearly 40 million had been illegally transferred in the Swiss bank Credit Suisse to personal accounts of Glushkov, Krasneker, and Kryzhevskaya.

 According to investigators, Berezovsky participated in the embezzlement of funds through his Swiss company Forus Holding. As the press reported, the main part of "case of Aeroflot" had lasted five years and ended with a verdict by the Savyolovsky court of Moscow. Glushkov, Krasneker, Kryzhevskaya, and another helper were found guilty, but on the whole the version of the Prosecutor General's Office of serious crimes committed by them had been rejected. In March 2004, as reported, all of the four received minimum terms and were released in the courtroom immediately after sentencing. The case against Mr Berezovsky was separated in a special case.

 Television channels broadcasted a person who introduced himself as "Peter", and reported that in 2003, Berezovsky allegedly offered him money for false testimony in court. Supposedly Berezovsky needed it in order to obtain political asylum in the UK and to avoid extradition to Russia. "Peter" was asked to pose as an agent of the FSB, who was sent to London to kill Berezovsky. By the words of "Peter", he declined the offer. But they slipped psychotropic substances in coffee, made an audio record with false confessions, and presented it in court. "Peter" also said that Litvinenko knew the scheme of obtaining political refugee status by Berezovsky; allegedly on that reason he had been killed.

Reportedly, Boris Berezovsky was awarded compensation in the amount of 150 thousand pounds ($ 223 thousand). Defendants stated that they intended to appeal the decision.

As reported, the position of the investigation lied in the fact that Berezovsky organized a criminal group, together with which he fraudulently obtained a loan of SBS-Agro in 1997. According to investigators, Berezovsky spent the money on the purchase of real estate on the Mediterranean coast of France. A corresponding criminal case was opened June 29, 2007, and, as reported by Berezovsky's lawyers, was the eleventh criminal case having brought against their client in Russia. As press wrote, the prosecutors sent a petition for the arrest in absentia of Berezovsky to the Basmanny court.

According to press reports, in November 2008 the case against Boris Berezovsky and the former director general LogoVAZ "Yuli Dubov was transferred in the Krasnogorsk City Court of the Moscow region. They were accused of theft of AvtoVAZ funds in 1995, and of the legalization of funds derived from the criminal activity. According to investigators, Berezovsky and Dubov had not paid the company for the more than 5.5 thousand Zhiguli cars of different models, set by the plant LogoVAZ, and thus had kidnapped 143.7 billion non-denominated rubles. The press noted that prior to the criminal case delivered in the court, the arbitration courts had recognized that transaction legal.

Media reported that in June 2009 the Krasnogorsk city court found Berezovsky and Dubov guilty of embezzling the funds of the company AvtoVAZ. Boris Berezovsky was accused of embezzling 58 million rubles from the company AvtoVAZ, and was sentenced to 13 years imprisonment. Yuli Dubov was sentenced to 9 years of imprisonment. As the press reported, Prosecutor General of Russia announced their intention to send a new request to Britain for Berezovsky’s extradition.

Affairs had been brought in 2001; he wrote on 96 pages that in Russia he had been persecuted for political reasons, his business had been taken, etc. He pointed out that Russia's security services were going to kill him.  In January 2010, as written in the press, the Basmanny Court in Moscow seized the businessman’s New York apartment. The decision was taken in a framework of the criminal case against Berezovsky on providing false information in order to obtain political asylum in Britain.  According to media reports, by the end of January 2010 there have been 12 criminal cases investigated against Berezovsky in Russia. The latter charge was on the organization of a criminal community; he was charged in absentia in September 2009. That charge was a part of the criminal case initiated in 2007 - of theft in the credit bank "SBS-Agro”. In total, reportedly Berezovsky has been charged in absentia over a dozen cases. Those were the accusation of actions aimed at seizing power (it was a series of interview with Mr Berezovsky in early 2006), the illegal acquisition of house and land in Zhukovka in the Moscow area, as well as fraud, money laundering, etc. Berezovsky said to journalists that all the cases against him were just a "political farce", and forbade his lawyers to participate in any trials in Russia. According to media reports, the Prosecutor General's Office of Russia has repeatedly appealed to the British authorities requesting for Berezovsky's extradition, but the positive response has not been received yet.

In 1996 income declaration of the secretary of the Security Council Ivan Rybkin was published.  In 1995 Ivan Rybkin purchased  Swedish Saab-9000 car. The declaration did not specify cost of the car. Previously Rybkin's car was declared as Volga in Duma papers. An apartment at Protochny lane that had an area of ​​176 sq.m. was not earlier mentioned in papers on housing of State Duma deputies. While being the Speaker, Rybkin got the state apartment for temporary residence but later he privatized it. The apartment value was 548 million rubles, as was stated in the declaration, that is less than $ 500 per square meter. But in fact he owned not one, as he claimed, but two adjacent apartments on the same landing. Rybkin, as well, did not declare his five-room apartment in Zvenigorodskaya street, 12, measuring 220 square meters. On October 1995 this apartment was reported to be purchased by a certain  Yaroslavsky from the family of aircraft designer Ilyushin for 800 thousand dollars which was quite in line with its real value, as real estate agents confirmed. During a year maintenance crew was working at the apartment. They  replaced practically new oak parquetry and  demolished partition walls.

    On 4 July  at the political council of  the Liberalnaya Rossiya (Liberal Russia) party Boris Berezovsky's supporters nominated Ivan Rybkin as their acting party leader, as Mr. Rybkin himself yesterday announced. When interviewed by Kommersant,Rybkin said that all six members of the political council had been present at the meeting as well as Boris Berezovsky, the party leader,  who had taken part in the council through video-conference with London. The political council was "urgently convened because of the critical state of the party as  co-chairman Mikhail Kodanev is in prison while  Boris Berezovsky, the leader, is in London." The meeting was held behind closed doors.

    Rybkin himself stated that he had agreed to take the leading position "after long consideration". And the "final straw that made a decision" was the death of State Duma deputy Yury Shchekochikhin.

    On 2 February, 2004 Rybkin publicly accused Putin's administration of unleashing the Second Chechen War and corruption. Rybkin said that he had conclusive evidence of the Putin's participation in the business. According to Rybkin, Putin's business is being run by Roman Abramovich, Gennadi Timchenko and Kovalchuk brothers. Shares of NTV and Pervy Kanal TV-companies, as well as Surgutneftegaz oil company and many other corporations are held by people  personally controlled by Putin. Rybkin claimed that Putin was major tycoon in Russia.

On 5 February, 2004, in the evening, Ivan Rybkin disappeared. On 8 February  Rybkin's wife applied to the Arbat police department. On the same day Moscow police opened the investigation case.

  On 10 February, 2004 Rybkin was found. At 22 p.m. he appeared at the Moscow airport. He arrived from Kiyiv. Rybkin said that he had taken a break and had come to visit Ukrainian friends incognito without leaving a note for his kin.

   On 13 February, 2004 Rybkin took a flight to London and there he stated his case in a different way. As Rybkin claimed, former member of the committee on  search for missing people in Chechnya Gokhan Arsaliev phoned him and said that Aslan Maskhadov asked for a meeting. Former Chechen president Maskhadov make a rendezvous with him in Kiev since Rybkin, as it befits to a liberal, was not able to refuse.
Then Arsaliev secretly took Rybkin from home, drove  him to Kaluga, get him on a train from Moscow to Odessa. There Rybkin was awaited by mysterious strangers of  Slavic appearance and then he got hot tea, long-term oblivion, interrogation and abuse ...

  On 14 February, 2004 Berezovsky's employee, former Federal Security Service officer Alexander Litvinenko published a commentary on Rybkin's statement. Litvinenko claimed to know what kind of controlled substance  impacted presidential candidate: "Everything that happened to Rybkin indicates that psychotropic drug SP-117 was used against him. The drug is being used by  FSS counter-intelligence and antiterrorist departments for the exclusive targets."

   On 5 March , 2004 Ivan Rybkin announced  his withdrawal from the presidential election. The election campaign lost its most amusing character. Rybkin was nominated for presidency  exclusively for representing publicly his views on current circumstances of Russia and for reminding to the society of his friend Boris Berezovsky.

   On August 2011 the opposition political group applied to Moscow city hall  for arrangement a rally and procession on the Russian flag Day. The application as well was signed by Ivan Rybkin, the first the chairman of the State Duma in the new history of Russia.

  Now I can see, to put it mildly, strange things happening in the country – Rybkin said . - When people who were responsible for adoption of the flag, defended the flag, people like Boris Nemtsov, Aksyuchits, Astafiev, Ponomarev go into Moscow streets waving the flag and they are immediately put into the jug, I am sorry to say ... I think that neither the president nor the prime minister, nor the chairman of the State Duma nor the Federation Council chairman, let alone the mayor of Moscow, have right to prohibit this kind of procession, all the more it corresponds to the 31st article of the Constitution, we put a lot work into it as well . Don't take people for fools! Because they can suffer and suffer for a long time and then rise all of a sudden! These guys, they were talking good things at the beginning of their career but the matter is they easily took their words back. Even Boris Yeltsin was  mostly disappointed with his expectation for the successors.

In July 2011, it was announced that Markin was going to participate in the elections to the State Duma of the sixth convocation from the United Russia party. He wasn’t a member of the party, however, he took part in the primaries to participate in its list of the All-Russia People’s Front (ONF) in Volgograd. In this regard, human rights activists announced that Markin’s nomination was contrary to the law “On the Investigation Committee of the Russian Federation”. After their appeal to the General Prosecutor's office Prosecutor General, the office, in turn, issued an order to the Chairman of the Investigative Committee, asking to impose Markin disciplinary penalties. The Investigative Committee refused to punish Markin, stating that the ONF was a public and not a political organization. According to the results of primaries in Volgograd, Markin took the 13th place out of 114.

In the autumn of 2011, on the basis of the prosecutor's investigation, Rosobrnadzor demanded to cancel the decision on certification of Major General Vladimir Markin as a lawyer. The officials claimed that the procedure of issuing the diploma was violated through student Markin’s fault, but details were not disclosed.

The main complaint of the investigators was that the university allegedly trained “rash” lawyers: applicants, who paid education, were at once enrolled in the 2nd or even 3rd year; students received grades and credits without attending classes. Prosecutor General's Office said that it would seek cancellation of three hundred diplomas of the graduates, but actually only three graduates were under the “cleaning”.

In the order of the head of Rosobrnadzor  Lyubov Glebova said that the agency cancels the decision of the State Certification Commission of the institute of June 9, 2009 on certification Vladimir Markin as a lawyer. The order was signed even on October 20, but for some reason it has not yet appeared on the website of Rosobrnadzor and hasn’t reached the institute.

In its decision, the official refers to Paragraph 4 of Art. 7 of the Federal Law “On Higher Education”. It says that a qualification may be revoked if the procedure of issuing the diploma is violated by the student’s fault. It is not stated in the order what exactly the student Markin has violated.

The law degree has a special significance for Markin: according to the law, generals ' titles is only assigned to SKR (the Investigative Committee of Russia) employees with higher education in law. If there is no diploma, then there are no the straps. Before heading of the press service of the SKP-SKR, Markin had no relation to the law enforcement bodies.

The media managed to get acquainted with the results of the investigation in the IEiK. They imply that Markin was enrolled at once on the 4th year, although he had only a single contiguous subject - soviet law - at the journalistic faculty of the Moscow State University. Secondly, in just one day, on May 26, 2007, Markin managed to pass in succession six exams and 11 credits.

In the personal card of the student number 071303, filled while entering, Markin specified in the “work before ...” column, “the Investigative Committee of the Russian Federation”. The trick is that the SKP was born in September 2007. But the card was fulfilled a year before, on September 26, 2006, when no one dreamed of creation of SKP.

In December 2011, it became known that the order on recognition of the Markin’s diploma invalid was canceled by the order of the Meshchansky district court, and at the end of the month accreditation and license IEiK have been restored.

A conflict between Dmitry Medvedev and the leadership of the Investigative Committee inflamed. On December 7, 2012, Medvedev talked with representatives of five channels about a search at the director Pavel Kostomarov. The prime-minister made it politically correctly clear that he didn’y understand why the investigators had visited Kostomarov early in the morning to take the materials on the Bolotnaya case (the riots in May 2011), which could have been reclaimed officially.

After the conversation Medvedev said about the investigators sharply: “They are gits having come at eight in the morning ...” These words got on the air to the Russia Today channel, which broadcast the premiere’s conversation with the journalists on YouTube.

In response to the Prime Minister, Vladimir Markin said that the investigators behaved correctly, and “in this context it was very strange to hear the comments not only insulting the investigators of SK of Russia but also undermining the authority of all law enforcement agencies of the country”.

The apearance of the comment caused, in its turn, discontent in the government. Putin's press secretary Natalya Timakova called Markin and offered to disavow his words.

Markin himself didn’t confirm the fact of the conversation but he said, “I defended the honor of the investigators of the Investigation Committee and all the law enforcement agencies. However, I did not offend anyone and did not say anything offensive. So, I do not think it is necessary to give up my words”.

The comment, however, was removed.
