In the shortest possible time, Deputy Prime Minister Marat Khusnullin flew to Krasnoyarsk after the publications of Rucriminal.info and the Cheka-OGPU about problems with the construction of the metro. Recall that a year ago, a high-ranking official, to promote his business, took advantage of the situation with arrests (and a number of sources report that he even inspired these arrests) of the management of the Trust for Engineering and Construction Surveys, headed by Oleg Mitvol, and the regional government, headed by Yuri Lapshin.

Immediately after the initiation of a criminal case, Mosproekt-3 JSC was transferred to the Krasnoyarsk metro in a row, the general director of which is Anna Merkulova, who, according to some reports, has two children in common with Khusnullin. The other day, the legitimacy of the development of 4.2 billion rubles out of 87.5 billion, for which the regional "Center for Transport Logistics" concluded a state contract with JSC "Mosproekt-3", came into question. After all, starting to build the first station, this group actually destroyed the monument of history and culture "Settlement Novobozarnaya Square".

That is why (there were no other reasons) there was a quick need for a personal trip of Marat Khusnullin to Krasnoyarsk. By his presence, he made it clear to the local security forces that the patrons of the new executors of the work are stronger than those of Mitvol and Lapshin. In addition, the criminal case against the former contractors and the regional leadership will soon end up in court, where all the nuances of withdrawing the state contract in favor of Mosproekt-3 JSC may also emerge.

Earlier, the Cheka-OGPU became aware that the prosecutor's office of the Krasnoyarsk Territory began checking new possible abuses during the construction of the subway in Krasnoyarsk. In the actions of the regional "Center for Transport Logistics", which concluded a state contract 2-08/2022 for 87.5 billion rubles with the Mosproekt-3 company close to Deputy Prime Minister Marat Khusnullin, they are looking for signs of a crime under Art. 243, 159 of the Criminal Code of the Russian Federation and led to significant damage to the cultural heritage site and failure to perform work paid for from state funds.

4.2 billion rubles were called into question, which were transferred from the budget of the Krasnoyarsk Territory for engineering surveys with archaeological research. However, no studies were carried out, and moreover, the performers of the work actually destroyed the monument of cultural history “Settlement Novobozarnaya Square”. Irreversibly damaged cultural layers (starting from the Mesolithic and ending with the 20th century), a unique object where traces of bonfires of the 8th-6th millennium BC, remains of bones of wild animals, fragments of dishes, coins and pavement of the 19th-20th centuries were found.

Recall that the criminal cases around the metro project began in the summer of 2022, when Oleg Mitvol, the owner of Krasnoyarsk Engineering and Construction Research Trust JSC, was detained, accused of defaulting on the tender for 900 million rubles. This was followed by persecution throughout the hierarchy of officials, up to the head of the regional government, Yuri Lapshin, and Governor Alexander Uss resigned amid the scandal. In the meantime, government contracts for the subway were re-registered for the Mosproekt-3 group, whose director Anna Merkulova is considered to be a long-term unofficial partner of Marat Khusnullin.
