The former cop Alexey Darkov, who covered up the murderer of the singer and was a friend of the Orekhovskaya crime group, may become leader of the Russian police union

 Representatives of the Trade Unions Federation of employees of Internal Affairs bodies (Sverdlovsk and Moscow region, Sakhalin, Dagestan), the All-Russian Union of law enforcement agencies and power structures (St. Petersburg), and the Trade Union of law enforcement agencies and power structures (Moscow) have signed a pooling agreement. It is assumed that the association will be established to protect the interests of the police. It was the member of the Public Chamber Dmitry Galochkin who actively lobbied the creation of this mega-trade union. He has already announced that members of the new association should enter into examination boards of the Ministry of internal Affairs and affect the activities of the institution in every possible way. Time will tell how good Galochkin’s intentions are for the project.

 

It should be noted that he is also the head of the trade union of non-state security sector. Or, more simply, of all numerous CHOPs’ (private security companies) officers, most of which are former police officers. They have behind-the-scenes leaders and the former senior officer of divisions for fight against organized crime and currently Chairman of the Board of the Inter-regional public organization of veterans of operational services Honor Alexey Darkov is among them.

Darkov is a close friend of Galochkin, and there is every reason to believe that in his interests the member of the Public Chamber lobbied the creation of the mega-trade union. The new association will help the Chairman of the Honor to solve many problems with the police which trouble dozens of businessmen of different levels patronized by him. In such a “care” Darkov has engaged since the service in the law-enforcement bodies – one can just look at his “glorious battle past”.
It is help to the influential Mazutkinskaya crime group in its war with the Dagestani “authority” (underworld leader) Osman Kadiev.

 And it is help to the gangster Igor Malakhov to escape responsibility for killing of the singer Igor Talkov. And it is the long-standing friendship with the disgraced oligarch Vladimir Gusinsky.

 

How operatives rescue Mazutkinskaya crime group and whitewash it off from Talkov murder

 

Alexey Darkov got to divisions on fight against organized crime in the distant 1990. Then he was invited to the relevant department of MUR (Moscow Criminal Investigation Department) to be a deputy chief. Vladimir Rushailo, who later created the notorious RUBOP (Regional Department for Organized Crime Control) and became head of the Interior Ministry, was there as well. And the head of the department was Alexander Komarov, who smoothly moved from the MUR (Moscow Criminal Investigation Department) to the head of the Security Department of the Most Group of Vladimir Gusinsky. In addition to these people, Darkov met with an employee of the department Sergey Lomov, now also one of the behind-the-scenes leaders of the CHOPs’ (private security company) officers and a guardian of dubious businessmen. Almost from the very beginning of work in this division, Darkov appeared in the thick of very doubtful events.

 Just at this time, a criminal war for the right of control over a number of Moscow hotels started between Mazutkinskaya criminal gang led by the “thief in law” Alexey Petrov (Petrik) and Dagestani gang led by Osman Kadiev (Osman). Later FBI named Kadiev as number three man in the hierarchy of the Russian mafia abroad (man number one was the “thief-in-law” Vyacheslav Ivankov). Lomov and Darkov were well familiar with Petrick and other Mazutkinskaya crime members, and not on duty. Especially, they became friends with “authoritative” brothers Oleg and Igor Malakhov. The operatives had to work out the brothers, but in fact they became their most loyal allies in the law-enforcement bodies. The Mazutkinskaya got clobbered in the war with the Caucasians.

 So, people of Osman inflicted 11 knife wounds to Igor Malakhov when there was a criminal shoot-out at the Ukraine hotel. Lomov and Darkov personally visited him in the hospital and by the bedside of the wounded man promised to revenge. Especially since Petrik put in his word as well. After that two MUR (Moscow Criminal Investigation Department) officers started a real “hunt” for Kadiev. The operatives, referring to some operative information, tried to “hook up” Osman to the most crimes, to which Dagestanis were involved at the time. They even managed to get to Kadiev declared wanted. As a result, he was forced to leave Moscow. It is easy to guess to whom the control over the hotels passed after that.

Many years later, the fate brought Kadiev, Darkov, and Lomov together once again. In 2004, Osman had a conflict with one of the partners of Vasily Anisimov, a co-owner of the Metalloinvest Company. Kadiev was greatly surprised when Lomov and Darkov, who had been retired by the time, arrived to a criminal showdown. It turned out that both of them had been familiar with Anisimov for many years and provided assistance to the businessman since the work in the law enforcement bodies. The style of work of those “pensioners” had not changed. They demanded that Osman leave the patronized businessman alone, having threatened that otherwise, and due to their contacts, they would send the Dagestani authority to jail.

Lomov and Darkov still continue to be friends with Igor Malakhov (his brother Oleg was shot back in the dashing 1990s). They have something to remember. Especially the history of the murder of Igor Talkov. He was shot on October 6, 1991 under absolutely obvious circumstances. That day Talkov was to participate in the collective concert, which was held at the Jubileyny Palace of Sports in St. Petersburg. The singer Aziza, at the time the mistress of Igor Malakhov, took part in the event as well.

Malakhov suddenly burst into the dressing room of Talkov and demanded that he yield his prestigious final performance to Aziza. And in addition he announced that he was a very influential gangster. Talkov ordered the guards to turn the visitor out, and Malakhov drew his pistol. They engaged in the struggle. The “authority” fired two shots. One of the bullets hit Talkov in the chest. From the received wounds he died. Malakhov has disappeared from the crime scene and was declared wanted. The criminal case was investigated by St. Petersburg investigators, and the operational support was provided by the local police and secret service.

 

That time the law-enforcement agencies had no question about who had been the killer of the famous singer. An operational-investigative group was sent from Saint Petersburg to Moscow to detain Oleg Malakhov who was suspected of his brother’s Igor concealment and harboring of the crime traces. And there the MUR (Moscow Criminal Investigation Department) officers Darkov and Lomov suddenly came to the forefront. They wrote a report to the authorities that Igor and Oleg were their secret agents and helped them to clear up the participants of several crime groups, they were in constant contact with the brothers, and that the Malakhovs didn’t have anything to do with the Talkov murder.

The operatives promised to organize Igor’s detention, but they asked not to detain Oleg for the sake of that operation. As a result, in fact just Darkov and Lomov went to operational support on the case of Talkov’s murder. The result of that support seems to be as follows. The operatives found witnesses who allegedly had seen then the producer of Talkov Valeriy Shlyafman equipped with a gun in the Yubileyny Sports Palace. In reality, the frightened Shlyafman picked up the gun from the floor after shooting, he took it to Aziza’s dressing room. And she threw it away into the Fontanka river.

However, Darkov and Lomov intimidated Shlyafman that he would be accused of being involved in the murder, and he prefered to escape to Israel. Then Lomov and Darkov immediately brought Igor Malakhov , who appeared out of nowhere, to the investigator. As a witness, he told a version that had been built not without some help. He had made, he said, one shot into the floor. And then skinny Shlyafman took the gun away from him and accidentally shot Talkov.

It wasn’t possible to ask the decamped Shlyafman about anything. As a result, he was charged in absentia of the murder of Talkov . While Igor Malakhov went to prison only for two years for illegal possession of weapons. And he even hadn’t done them. Someone helped him to achieve the replacement of the real term with the punishment in the form of correctional works at the Moscow ZIL plant, where, of course, Malakhov never even appeared then.

 

How operatives saved $ 150 thousand for Gusinsky and helped Orekhovsky gang

 Besides Igor Malakhov, Darkov and Lomov have kept good relations with the oligarch Vladimir Gusinsky till now. When he was still in Russia, they sometimes communicated directly. Now operatives keep in touch with the disgraced businessman through his former boss Alexander Komarov. The latter still helps to ensure security of Gusinsky and his economic intelligence. And if some of the work to be held in Russia, Komarov addresses to his former subordinates Darkov and Lomov.

All three met with Gusinsky under the following circumstances. In the early 1990s, unidentified persons kidnapped a certain Izyumov in Moscow – he was one of the heads of the Most cooperative, headed by Vladimir Gusinsky. The criminals demanded $ 150 thousand for his release. Representatives of Gusinsky addressed to MUR (Moscow Criminal Investigation Department). Darkov and Lomov were charged with the investigation, and Komarov headed the operation. Almost from the very beginning, the Most took all three MUR officers to full financial support; it was even organized their trip to Warsaw. The subordinates of the tycoon gave operatives $ 150 thousand to buyout Izyumov.

However, a money transfer wasn’t in the plan of the MUR officers. In the meeting, they grabbed the criminals and took them to Petrovka, 38 (GUVD of Moscow - the Moscow Main Office of the Interior). There Darkov beat one of the detainees half to death, and he called the place of Izyumov’s detention. The hostage was released; Gusinsky saved $ 150 thousand.  However, he had to spend a considerable part of this sum for gratitude to the cops. Later Komarov officially went to work for Gusinsky, and Lomov and Darkov also actively work for him, however, without removing the shoulder straps.

This is only a small part of people cared and protected by Darkov and Lomov at different times. The cared ones even included the leader of Orekhovskaya crime group Sergey Butorin (Osia), with whom operatives were friends and helped him to wage war with competitors. They also enclosed some leaders of the Chechen groups, including Khozh-Ahmed Noukhayev, whom Lomov and Darkov detained in 1990 and then became good friends with him. It is noteworthy that the majority of cases filed on Lomov and Darkov’s groundwork were initiated and led by the young (then) investigator of the GSU GUVD of Moscow (the Main Investigations Directorate  of the Main Department of Internal Affairs in Moscow, a major city police command) Ivan Glukhov. Later he headed the Moscow investigation department and still kept close relations with the operatives. Even after they had retired, Glukhov continued to prosecute in the interests of the merchants cared and protected by Darkov and Lomov. Let's remind that Glukhov lost his post only in 2012, after numerous allegations of corruption.

 After the MUR (Moscow Criminal Investigation Department), Lomov and Darkov worked for the RUBOP (the Regional Directorate for Combating Organized Crime) and the GUBOP (the Main Directorate for Combating Organized Crime) of the Interior Ministry. They left the law enforcement bodies after a financial conflict with General Alexander Orlov - assistant to the head of the Ministry of internal Affairs of the Russian Federation Vladimir Rushailo. But that's absolutely another story.

 

How operatives almost plump into the attempt on Chubais

After retirement, Darkov and Lomov began to take control over the private security business. Along the way, due to their connections, they helped different ChOPs (private security companies) to solve problems with the police. They did not forget to constantly expand the range of wards businessmen. In that field, the fate brought them together with Dmitry Galochkin.

It was Yuri Gergel who introduced the former operatives to the future member of the Public Chamber. He also once worked in the criminal investigation, and then he created one of the first Russian ChOPs called Yuri. Gergel owns several Moscow training camps for CHOPs’ officers where Galochkin, Darkov and Lomov’s fighters get trained. The trio has one more interlink. All of them, in spite of the friendship of Lomov and Darkov with Gusinsky, to put it mildly, don’t love Jewish persons and so-called Yeltsin’s young reformers (they say, they together with the Jews have vandalized the powerful country), whose most prominent representative is Anatoly Chubais.

 To implement his views into some real actions, in the 2000s, the trio created the Tropa (literally – path) structure that was secret and not registered anywhere. Its main objective was to unite and to financially support other retired security officials, who hated young reformers. A former GRU (Main Intelligence Directorate, of the General Staff) officer Vladimir Kvachkov entered it too. In 2005, he organized the attempt on Anatoly Chubais which was funded from the Tropa. After the attempt, the trio extremely frightened of the consequences, and the activities of the Tropa took a sharp turn. Kvachkov and his accomplices didn’t rat out their benefactors, they categorically denied any guilt during the investigation and in court, and as a result, the crime appeared not to be solved – the sympathy of the jurors were on the side of Colonel of military intelligence Kvachkov, who realized the people's hatred to the reformers, who had made most of the population poor.

And Galochkin, Darkov and Lomov have focused on the security business, as well as on providing services to the entrepreneurs who had problems with the law. For these purposes, their people of the GU (Main Directorate) of the Ministry of internal Affairs of Russia in Moscow for the city are being actively used, for example, a friend of Darkov’s Selitsky, who currently holds the position of Deputy Chief of the Bureau of Special Technical Measures of the central board of police of Moscow, and also his subordinate Vasiliev.

Did Galochkin lobby for the creation of the police mega-trade union as a member of the Public Chamber or as a “conductor” of ideas of Darkov and Lomov -  it still remains unclear.
