St. Petersburg continues to amaze with police news. This time, a whole police lieutenant general was placed in the "monkey house" of the department in the Central District of the city, and in handcuffs.

Telegram channel Lisa Basilio reported on the afternoon of April 7 about the arrest of the former head of the St. Petersburg University of the Ministry of Internal Affairs Alexander Travnikov for petty hooliganism. According to Lisa, the general got drunk and insulted the police squad that arrived at the scene, waving his ID (probably not handed in at his previous place of work), after which he was detained and then sat in the department for more than 12 hours. Later, the media reported details - the general and his family were relaxing in a restaurant on Sinopskaya Embankment, drank heavily, made a drunken scandal with his relatives, got to the point of assault, and was handed over to the police by his own relatives. It would be sad if it weren't quite common. It is known that General Travnikov has been a heavy drinker for a long time (to the point of binge drinking), but he doesn't forget about his own pocket. Appointed to the post of head of the Ministry of Internal Affairs University in 2018, he created a real kingdom of corruption there. And Travnikov got away with everything until the criminal case of the "three generals" broke out in St. Petersburg. Among them was Travnikov's main partner in corruption - the chief of the rear of the police headquarters Ivan Abakumov. After the arrest of the top brass of the St. Petersburg police, Travnikov held on to his post for several more months, using all his connections. A piquant detail - we have already reported that just before the general's resignation at the end of November 2022, Ilya Traber himself urgently flew to Moscow to defend him (if anyone doesn't know, type "authority Antiquarian" on the Internet). It was after returning from this apparently unsuccessful voyage (Traber's authority was not enough to keep Travnikov's position, but probably saved the latter from a criminal case) that Ilya Ilyich became the character of a tragicomic story - he was beaten by his seatmate on the Moscow-Petersburg plane.

And the VChK-OGPU telegram channel and Rucriminal.info had another story related to General Travkin. How he got his nephew off the hook from a criminal case.

 

"The parents of a 4th-year cadet of the Moscow University of the Ministry of Internal Affairs of Russia named after V. Ya. Kikot, Kharkovsky Ilya Viktorovich, who was illegally dismissed from the internal affairs agencies and expelled from the university, are asking you to restore justice.

We are pensioners, disabled persons of the second group (Ilya's father received a disability during his service in the police, where he worked for 30 years), we do not have any patrons in the authorities and we have no one else to turn to.

Kharkovskiy I.V. was dismissed under paragraph 9 of part 3 of article 82 of the Federal Law "On Service in the Internal Affairs Bodies of the Russian Federation" in connection with the commission of an offense that disgraces the honor of an employee of the internal affairs bodies. The reason for the dismissal of Kharkovskiy I.V. was his part-time job in his free time from school in a company that conducts pranks in the "Mask Show" format for a cash reward, where events are ordered with imitation of the actions of police officers.

02.11.2024 Kharkovskiy I.V. with his acquaintances, among whom was a 4th-year cadet V.A. Travnikov, were hired to perform a prank in the format of "caught red-handed while receiving a bribe", it later turned out that after the "detention", when the hired actors left, the organizer of the prank began to extort money from the person being played, for which he was detained by police officers.

Neither Kharkovskiy I.V. nor the other actors knew anything about the extortion of money, and initially the investigation had no claims against them, they were interrogated as witnesses, did not hide anything from the investigator. The management of the Moscow University of the Ministry of Internal Affairs of Russia was informed of the incident immediately after the initiation of the criminal case, it had no claims against the cadets.

However, on 04.12.2024 Kharkovskiy I.V., Travnikov V.A. and other participants in the prank, including operative officers of the Department of Internal Affairs for the Otradnoye district of Moscow Voropaev Ya.A. and Kolomnikov A.N., were detained by the Internal Security Department officers and taken to the Presnensky Interdistrict Investigative Department of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the city of Moscow for investigative actions, where they remained until nightfall, and were then arrested on charges of kidnapping a person (this is how the investigation assessed their actions during the prank), except for Travnikov V.A., who magically remained a witness in the case.

We explain why this happened: from the words of Travnikov V.A. we know that his relative, Lieutenant General of Police Travnikov V.A., former head of the University of the Ministry of Internal Affairs of Russia in St. Petersburg, and grandfather, Colonel General of the Ministry of Internal Affairs, honorary citizen of St. Petersburg, “put in a good word” for him, who turned to the First Deputy Minister of the Ministry of Internal Affairs of Russia Gorovoy A.V. and the head of the Investigative Department of the Ministry of Internal Affairs of Russia Lebedev S.N., who solved all the problems of the unlucky cadet.

P Having received orders from above, the investigators turned a blind eye to the fact that the participants in the prank, including V.A. Travnikov, acted with a single intent, pursuing a common goal - to prank the victim for money, which included simulating the use of violence against him and deprivation of freedom of movement, that Travnikov received money on his bank card for participating in the prank, and did not bring charges against him.

After this, I.V. Kharkovsky was expelled from the university in connection with the commission of an offense that discredited the honor of an employee of the internal affairs bodies, and cadet V.A. Travnikov, who committed exactly the same actions as our son, continued his studies as if nothing had happened, enjoying the patronage of high-ranking relatives. The university management not only failed to help their cadet who found himself in a difficult situation, but, on the contrary, hastened to fire him without waiting for a verdict in the criminal case, spitting on the presumption of innocence, and sent the investigator a negative characterization of the cadet, against whom there had never been any complaints before, and who had not been brought to disciplinary responsibility.

Even the head of the Main Directorate of Internal Affairs of the city of Moscow vouched for the operational police officers Voropaev Ya.A. and Kolomnikov A.N., as a result of which a preventive measure in the form of house arrest was chosen for them, and the illegally fired and abandoned without any support Kharkovskiy I.V. is currently the only participant in the prank held in custody. We believe that everyone should be held accountable before the law, regardless of whether they have relatives who are generals, and if two cadets have committed similar acts, either they should both be dismissed for committing an offense that discredits the honor of an employee of the internal affairs bodies, or both should continue their service and studies.

I ask the management of the Moscow University of the Ministry of Internal Affairs of Russia named after V. Ya. Kikot to consider the issue of reinstating cadet Kharkovskiy I.V. at the university with the provision in the future of the opportunity to resign from the internal affairs bodies at his own request, or expelled cadet Travnikov V.A. on the same grounds as our son. We also ask you to provide us with an objective characterization of my son for submission to the investigator.

I ask the other addressees to verify the arguments set out in the appeal, take measures for an objective investigation of criminal case No. 12401450012000541, including clarifying the actual role of Travnikov V.V. in what happened, and also to consider the issue of changing the preventive measure for Kharkov I.V.".
