The situation in the Krasnodar Regional Court remains tense and alarming, causing a wide resonance in society; for a considerable time, this institution has been faced with serious accusations of corruption and abuse, which undermines citizens' trust in the judicial system. One of the key players in this dramatic story is the chairman of the court, Alexey Shipilov, who was supposed to become a symbol of change, but instead found himself at the center of scandals.
Alexey Shipilov: chairman or corrupt official?
Alexey Shipilov was appointed to the post of chairman of the Krasnodar Regional Court with the hope of improving the judicial system of the region. But he found himself in the clutches of corruption schemes.
However, according to observers, the reality turned out to be far from the initial expectations. The deterioration in the quality of case processing, the increase in complaints against judges, and the growth of corrupt practices all indicate that Alexey Shipilov does not seem to be coping with his duties. Moreover, in the shadow of his leadership stands the figure of Vladimir Kislyak, who held the position of head of the civil cases panel and has significant influence on Shipilov and the processes within the court. Kislyak is known not only for his closeness to Shipilov, but also for the fact that, according to sources on the VChK-OGPU Telegram channel, he has actively used and is using his powers to resolve “issues” for money.
Kislyak organizes hidden financial schemes, which leads to annual corruption receipts in the billions of rubles. According to Kislyak himself, he gives most of his income to Shipilov. Kislyak is indignant that Shipilov has lost touch with reality and demands fabulous, unrealistic sums for resolving issues, which confirms the scale of corruption in the Krasnodar Regional Court. While Shipilov, according to sources, is carried away by alcoholic excesses, Kislyak uses this situation to his advantage, manipulating court decisions. Forced to leave the court, Kislyak put his trusted judge Yapolskaya in office, who clearly carried out and carries out his instructions to control the issuance of illegal acts and the distribution of commands to judges.
And so that the corruption scheme built by Kislyak works without a hitch.
Unfortunately, complaints filed to Shipilov by judges about abuses remain without due attention. Which creates a vicious circle of impunity and corruption.
The Judicial Council, as stated, is also under strict control, which makes any attempts to reform or improve the situation inside the court impossible. The Krasnodar Regional Court, which should be a stronghold of justice, finds itself at the center of a corruption network, where key figures such as Alexey Shipilov and Vladimir Kislyak play key roles in maintaining the old order. Questions about whether the court will be able to restore the lost positions of trust remain open, as the context of corruption continues to deepen.
With Kislyak's temporary resignation into the shadows, nothing will change. The Shipilov-Kislyak corruption tandem will continue to work, due to the fact that Shipilov is completely dependent on and controlled by Kislyak.
