The VChK-OGPU Telegram channel and Rucriminal.info learned about criminal cases initiated on the fact of theft at MSTU STANKIN. In June 2024, the first criminal case was initiated under Part 4 of Article 159 of the Criminal Code of the Russian Federation (theft by fraud). At the end of June, after mass searches, detentions and interrogations, a second criminal case was initiated under 14 episodes of Part 5 of Article 290 of the Criminal Code of the Russian Federation (accepting bribes) against the Vice-Rector for Education of the University Bilchuk M.V., Director of the Career Guidance Department Krapotkina S.A. and Chief Accountant Likhacheva E.V. and combined in one proceeding with the first.
Bilchuk and Krapotkina pleaded guilty to the crime, and Likhacheva took Article 51 and was placed under house arrest.
The situation developed further, Likhacheva entered into a pre-trial agreement, in which she testified against the rector. The information received from her was verified and subsequently another criminal case was opened on the fact of theft by the rector of the university, Serebrenny V.V.
The situation is interesting and relevant in that this university was graduated by Prime Minister Mishustin and Deputy Prime Minister Chernyshenko, who provide patronage to the university and cover up Serebrenny's activities. In addition, Bilchuk and Krapotkina were charged with committing particularly serious crimes, but they continue to hold positions at the university.
According to the VChK-OGPU and Rucriminal.info, the rector of the premier university MSTU "STANKIN" Vladimir Serebrenny's chair is now seriously shaky, and he may be removed due to his increased toxicity and negligence. As part of the criminal case No. 12402450024000055 initiated on June 4, 2024, the investigative bodies stopped the illegal activity of an organized criminal group at the university, the purpose of which was to embezzle allocated budget funds on an especially large scale. The organizers of this scheme were the vice-rector for educational activities and youth policy Bilchuk M.V., the director of the department of career guidance and career development Krapotkina S.A. and the chief accountant Likhacheva E.V., and to embezzle the budget, they attracted about 15 more employees of the educational block of the university, who were supposed to return their illegally obtained bonuses to them in cash. During the investigation of the criminal case, these individuals admitted their guilt, however, in order to mitigate the sentence, they reported that the stolen budget funds were ultimately intended for Rector Serebrenny (to compensate for his entertainment expenses on business trips, vacations, expensive gifts, etc.). In addition, in October 2024, Likhacheva E.V. concluded a pre-trial agreement, during which she exposed a scheme for the secret criminal enrichment of Serebrenny by registering so-called "dead souls" at the university. According to her statement, several people were fictitiously employed at MSTU "STANKIN" under Serebrenny's protection. They received their salaries from budget funding received by the university from the Ministry of Education and Science of Russia, did not perform any work in the interests of the university, but (as was later established) were actually engaged in activities in the personal selfish interests of the rector. After rechecking and confirming the specified information by the investigative bodies, another criminal case No. 12502450024000029 was opened at the beginning of 2025 on the fact of embezzlement, where the main defendant is already the rector Serebrenny himself. Considering the fact that the investigative actions are already actively underway, we can plan to see Serebrenny among the rest of his accomplices in the near future.
