Dear readers of the VChK-OGPU and Rucriminal.info. First, we'd like to apologize for not receiving the content you're used to on our resources—about corrupt officials, security forces, mafia members, warmongers, and truthful information about events in Russia. This won't be long, and it's a necessary situation. It's necessary because Pavel Durov turned us in to the Russian FSB and conducted a joint operation with the Lubyanka against the VChK-OGPU. Unfortunately, at Durov's instigation (we can now confirm this), one of our journalists was kidnapped, further demonstrating that Telegram has become the most unsafe means of communication, and all information, thanks to Durov, has become accessible to Russian security forces. Our email address, [email protected], remains open. This is the most secure method of communication, allowing complete anonymity. Write to us—we'll always respond. You can receive information from the Cheka-OGPU on our websites: https://rucriminal.info/, https://vchkogpu.info/, https://www.rumafia.net/, through our app (complete anonymity and security, developed and created by top European experts), or via X. More ways to receive information from the Cheka-OGPU will be available soon.
Why have we taken a few days off from updating our feed? Our channel has been blocked for the second time by Major Tsenzurov. Previously, we paid little attention to him, believing that this person was involved in the protection of freedom of speech. But it turns out that Tsenzurov is only willing to defend "freedom of speech" from the Fifth Service of the FSB, which operates in Moldova and Romania (yes, these are Pavel's long-standing partners, and it is this Service, together with Kremlin political technologists, that is behind most of the channels in Romania and Moldova that Tsenzurov so closely protects). Why did Pavel start working closely with Russian security forces? It's not about a bald head like Kobzon's with a special chip (as our subscribers joke); it's more serious. My colleagues and I are currently conducting an investigation that shows that Durov is the beneficiary of a significant number of Telegram "platforms" engaged in scams and all manner of criminal activity. To achieve this, Pavel has created a whole "web" of his friends, people who studied with him at St. Petersburg University, friends of friends, and so on. They work in a chain of command with the direct organizers of criminal activity on Telegram, receiving half the revenue, and of that, the other half goes directly to Censorov. In exchange, the platforms receive immunity from Telegram and generate enormous profits. We're talking hundreds of millions, even billions, of dollars.
These are the people who are propping up Tsenzurov and his projects, which are presented to users as "cool things," but in reality are used to launder money, steal money from cards, and evade sanctions. For example, Telegram "stars" have become such a mechanism. Have you ever wondered why Tsenzurov (or rather, his pocket cameras) arranged everything so that stars are easier to buy on the secondary market? You'll find out in the first part of the investigation. And don't be surprised that after buying stars, you can be approached by intelligence agencies from any European country. By purchasing them, you knowingly become a participant in Tsenzurov's gigantic money-laundering and card-stealing scheme.
Tsenzurov is well aware that by the time he goes to trial, French investigators will gather a full package of evidence showing that Pavel has a personal income from almost every criminal platform on Telegram. And he's preparing his escape route. "One day, he'll leave the UAE (where French investigators allow him to go, and where he communicates with his 'friends' who bring in hundreds of millions from scam sites) and go to Russia, where he'll stay. Pavel is simply delaying this moment; the French justice system is slow and allows this," a well-informed source told VChK-OGPU and Rucriminal.info.
And to feel completely at home in Russia, Tsenzurov has begun actively "laying down straw." This includes full cooperation with Russian security forces, the involvement of an increasing number of "Russian friends" in scam projects, and a friendship with Putin's pal Vladimir Kiselev.

VChK-OGPU and Rucriminal.info published an article by the author of Ghost In The Block, "Pulp Fiction," about the largest personal data leak in Pavel Durov's crypto project, bot farms, hackers, Telegram Stars, and a mass-market scam.
This article tore the veil off Durov's empire, revealing that behind the technocrat's favorite slogans about "freedom of speech" and "privacy" lies a vast network of developers, intermediaries, and beneficiaries profiting from outright scams and "ecosystem" schemes for their own.
This publication, through Pavel Durov's personal efforts, was removed from most platforms—it dealt too painful a blow to his inner circle and reputation. The flaws in his little world were described quite simply: without insider information or conspiracy theories, only facts from open sources.
We're continuing our investigation and will reveal the faces of everyone who has hidden and continues to hide behind Pavel Durov's ostentatious philosophy.
First on our list is someone close to the founder of T.
Telegram developer @dmitry. As VChK-OGPU and Rucriminal.info discovered, the person behind this cool username is Dmitry Bakeev, born in 1991. According to leaks, he was born in Leningrad and lived with his mother, an employee of the St. Petersburg state unitary enterprise TEK, in Kolpino.
He is a programmer and developer who has worked for Pavel Durov's structures since the 2010s. He worked on both the social network VKontakte and its subsidiary Telegraph. The investigation describes him as one of the technical coordinators within the TON ecosystem.
He was the one who received transfers from (supposedly) third-party applications and (supposedly) anonymous wallets used for "test" transactions, bonuses, and, in fact, kickbacks for bot integration. These transfers came from wallets formally unrelated to Telegram, but linked to the same crypto addresses and structures belonging to Durov's close associates.

For example, from a favorite of the Telegram founder, known as Roxman. In total, over $4 million was transferred to Bakeev's wallets, anonymized by Ghost In The Block. This sum is incomparable even with the most generous bonuses of Telegram specialists working legally and under general conditions.
The money-making scheme looks like this: Dmitry Bakeev, along with Durov's team of scammers, unites several parties at once. Telegram's currency is stars, purchased from dirty cards of carders (hackers pay a percentage for cashing out). And clean money is paid by those seeking advertising and promotion (they are usually given a personal discount).
Instead of real traffic, their channels are flooded with bots, which are accumulated by those close to the Durov brothers, with the approval of the developers. And after the stars have been spent on advertising within the network, another 30% is reimbursed. Thus, Pavel Durov's gang can make up to 50% of the total.
Dmitry Bakeev is a typical representative of the inner circle of Telegram developers, a low-profile figure without any high-profile titles, but with access to the code, wallets, and backend.
His circle includes those doing the real work of integrating TON bots, Stars, and third-party payment solutions.
According to leaks, Dmitry and his mother, a native of St. Petersburg, have traveled extensively in recent years. They have crossed over a hundred borders in Finland, Turkey, the UAE, Israel, and European countries over the past few years.

Particularly noteworthy is the developer's close friend, Vlada Smolenskaya, with whom Dmitry Bakeev was connected not only personally but also through documents: she insured his Mercedes and flew the same routes. In special apps, Vlada's number is listed as "Kiselev's assistant."
Leaked information indicates she was an employee of Gram-Afon LLC, a subsidiary of Russian Media Group CJSC, which is backed by Vladimir Kiselev, the former head of the Kremlin State Unitary Enterprise. Kiselev was reported to have brought Vladimir Putin on stage.
To be continued...
